All authorities have responsibility for Public Safety: Individual, Municipal, Regional, Provincial, and National. The four pillars of Emergency Measures (EM) are: Mitigation, Preparedness, Response, and Recovery. Essential tasks of Preparedness include conducting education/training and exercising EM plans.

NBEMO is responsible to the Minister of Justice and Public Safety (JPS) to ensure the continuity of government and to manage the provincial response to and recovery from emergencies and disasters. This is achieved through preparedness, consultation, contingency planning, training, and operations with local, provincial, national, and international partners and/or stakeholders.

The Emergency Measures Act stipulates that the NBEMO has the authority to “conduct training and training exercises for the effective implementation of emergency measures plans.”

NBEMO is responsible for delivering or coordinating specialized training that is provided to officials within the Government of New Brunswick, municipalities, and other organizations that have roles in emergency responses. This training may be delivered by NBEMO, or contractors hired and approved by NBEMO.
 

 
Training is one of the key elements for a successful management of emergencies and/or disasters. NBEMO oversees a provincial training program that exists to build the knowledge and skills of those who work in active roles during emergencies. NBEMO develops, coordinates, and presents various courses and EM related educational opportunities throughout the province by way of the REMCs. The training also teaches an understanding of roles and responsibilities of government and non-governmental agencies in an emergency situation.

Completing EM courses is often the first the first step that leads to the establishment and exercise of EM plans. 
 

 
NBEMO routinely offers basic or advanced courses, that are forecasted annually based on the demand identified at the regional level by the Regional Emergency Management Coordinator.

NBEMO encourages all EM partners and stakeholders to complete the basic level courses in order to participate in and function within future EM events. Advanced and speciality courses will be determined on case-by-case basis in order to meet EM requirements.

NBEMO strives to fulfill its mandate by:

  • Providing easily accessible opportunities to all EM stakeholders and partners to participate in and complete formal EM training (Basic and Advanced). Although not its primary role, NBEMO will also assist EM partners in capacity building by conducting incident command training.

    • Basic Level Training will include:
      • Basic Emergency Management (BEM);
      • Incident Command System 100 (ICS 100); and
      • Incident Command System 200 (ICS 200)

    • Advanced Level Training will include:
      • Emergency Operations Centre (EOC);
      • Emergency Public Information (EPI); and
      • Advanced Level ICS Courses (ICS-300, etc.)

  • Develop unique or customized (speciality) training programs to address evolving needs or disparities identified through needs assessments or during execution of EM exercises.
